Madame le Chancelier,
Today, we have the privilege of conferring an Honorary Doctorate upon
the Right Honourable Herb Gray, Chair of the International Joint Commission
and distinguished political figure. Through this gesture, the University
of Ottawa wishes to celebrate an exceptional contribution to the country's
political life and a career devoted to serving its citizens.

demeurant digne et courtois.
Avant d'occuper son poste actuel, le Très honorable Herb Gray
a été l'un des parlementaires les plus réputés
qu'a connu la Chambre des communes. Élu pour la première
fois en 1962 à sa première tentative, il est réélu
à toutes les élections générales subséquentes,
ce qui constitue un record tant au chapitre du nombre de victoires qu'à
celui du service continue, soit 39 ans, six mois et 26 jours à
titre de député libéral de Windsor Ouest. À
son départ en 2002, il est le doyen de la Chambre.
Mr. Gray was born in Windsor in 1931. He and his wife, Sharon Sholzberg,
a lawyer originally from Montréal, have two children, Jonathan
David and Elizabeth Anne.
Before starting his long political career, Herb Gray attended Victoria
School and Kennedy Collegiate in Windsor, prior to receiving
his Bachelor of Arts in Economics from McGill University. He then studied
law at the University of Toronto. To this day, he remains a member of
the Ontario Bar.
Au gouvernement, Herb Gray est ministre dix fois sous trois premiers
ministres différents. Outre les postes de Leader du gouvernement
et de Solliciteur général, il est notamment titulaire des
portefeuilles suivants : Revenu national, Consommation et Corporations,
Industrie et Commerce, Développement économique régional
et Conseil du Trésor. Enfin, il est le premier député
dans l'histoire du pays à occuper à temps plein la fonction
de Vice-premier ministre.
Dans l'opposition, il est leader parlementaire, adjoint au chef de l'opposition
officielle, critique des Finances et chef de l'opposition officielle.
À la Chambre des communes, son talent, sa bonne humeur et son
fair-play lui gagnent le respect de ses pairs, tous partis confondus,
ce qui, en soit, constitue une grande réalisation quand on connaît
l'âpreté des débats qui y ont parfois cours. Rompu
aux joutes parlementaires, il ne se départit jamais de son flegme
et de son sang froid : même ses colères ne sont pas très
convainquantes...
Whether in English or French, he derailed his adversaries with his replies
and often sent his tormentors back to do their homework by simply rejecting
the “premises” underlying their questions. He so excelled
at this game that Parliament Hill journalists affectionately nicknamed
him “The Gray Fog”...
In January 2002, Herb Gray left political life to chair the Canadian
Section of the International Joint Commission, a Canadian-American agency
in charge of transborder issues particularly those concerning the environment,
water and air quality.
Infatigable, il s'attaque à ses nouvelles tâches avec sa
ténacité coutumière. Sa vaste expérience le
sert bien, d'autant plus que les questions environnementales ne lui sont
pas étrangères : en 2001, il remplace à pied levé
le ministre de l'Environnement et se rend à Bonn pour y conclure
une entente qui jette les bases de la ratification de l'Accord de Kyoto
par le Canada.
Depuis sa nomination à ce poste, il n'a pas ralenti son rythme
et son horaire ferait peur à de plus jeunes que lui?
When Herb Gray left politics, the Governor General conferred the title
“Right Honourable” upon him, an honour he shares with a very
select group of Canadians who have been Governors General, Prime Ministers
or Chief Justices of the Supreme Court of Canada.
Il est également honoré par la ville et l'université
de Windsor, et a le rare privilège d'être invité à
s'adresser à ses anciens collègues parlementaires lorsqu'il
est « sommé de comparaître et de s'expliquer »
devant la Chambre des communes, parce qu'il est « accusé
» d'avoir quitté celle-ci alors qu'elle ne siégeait
pas...
Before being elected as a Member of Parliament, Herb Gray served on several
community organizations such as the Jaycees, which he served as Windsor
President in 1961 and 1962, the B'nai Brith and Club Richelieu. He is
a member of the Hashomayim Synagogue in Windsor and the Machzikei Hadas
Synagogue in Ottawa.
Those who are close to Herb Gray, his many friends, allies and political
adversaries, all agree that under his apparently calm exterior hides an
eclectic human being with a tremendous sense of humour and thirst for
life, who appreciates bel canto as much as rock and roll... but especially
rock and roll...
Madam Chancellor, on behalf of the Senate of the University of Ottawa,
I am honoured to present to you for the degree of Doctor of the University,
the Right Honourable Herb Gray, a man whose commitment to public life
deserves our respect, a model of resoluteness and steadfastness for all
of our graduates, and a great Canadian.
