Interim Approval Process

INTERIM APPROVALS BY THE ANIMAL CARE COMMITTEE'S EXECUTIVE COMMITTEE

JUNE 9, 2004

The Animal Care Committee (ACC) considers the granting of an interim approval for a protocol (new submissions, amendments or renewals) by its Executive Committee to constitute exceptional treatment and so is discretionary.

1.

The ACC`s Executive Committee consists of its Chair or Vice-Chair, a scientific member, the University Veterinarian (statutory ACC member) and a community member.

2.

In order for a protocol to be considered for interim approval it must be accompanied by a written justification as to why this exceptional treatment ought to be accorded.

3.

Interim approvals will not be granted in the absence of scientific merit review.

4

Only protocols of a level C or lower category of invasiveness are eligible for interim approval.

4.1 If a level C amendment request is received in relation to an existing level C protocol and it raises the ethical risks for the research animals, the request will be construed to be a level D amendment request and so will not be eligible for interim approval.

4.2 If a level C amendment request is received in relation to an existing level D protocol:

4.2.1 and it raises the ethical risks for the research animals within the level D category of invasiveness, it will not be eligible for interim approval.

4.2.2 If it is non-material in terms of ethical risks for the research animals, it may be eligible for consideration for interim approval at the discretion of the Executive Committee.

4.3 If, however, a level C amendment request is received in relation to an existing level D protocol:

4.3.1 and it reduces the ethical risks for the animals within the level D category of invasiveness or is non-material to the ethical risks of the level D protocol, it may be considered to be eligible for interim approval at the discretion of the Executive Committee.

4.4 Level C amendments to level E protocols are not eligible for interim approval.
