Council on French Services and Programs

Role

The Council on French Services and Programs is a standing committee of the Senate. It is mandated with overseeing the planning and implementation of initiatives that will assist the University of Ottawa in fulfilling its mission and commitment to promoting and expanding the Francophonie in Ontario. The Council is also responsible for promoting the development of the University community in both official languages.

Terms of Reference

1.    To implement and follow up on the recommendations of the Action Plan for the Francophonie at the University of Ottawa, as approved by the Senate and Board of Governors, including an annual evaluation of results and the development of the next five-year plan.

2.    Through its steering committee, to guide the work of its various subcommittees (French services, French programs, administrative employees, and interfaculty champions) to implement the Action Plan.

3.    To establish, implement, and coordinate a mechanism for receiving and processing complaints pertaining to official languages in the University’s programs and services.

4.    To ensure that the University’s designation under the French Language Services Act and the Regulation on Bilingualism at the University of Ottawa is promoted, is subject to follow-up, and is fully and consistently applied; to periodically evaluate how the Act and Regulation are applied in the various programs and services; and, when necessary, to review the University’s decisions through a Francophone lens and make recommendations to the Administrative Committee.

5.    To develop and implement a strategy containing specific measures and initiatives for achieving linguistic balance within the Canadian and international student population.

6.    To work closely with faculties to design and implement an action plan to increase the number of mandatory courses offered in French and to expand the range of elective courses offered in French in both undergraduate and graduate programs.

7.    To examine and support the implementation of faculty plans designed to increase opportunities for practical, clinical, and CO-OP placements in Francophone or bilingual settings.

8.    To appoint its members, which have a representative role, and propose the creation of subcommittees or working groups as needed.

Meetings

The Council will meet at least once a year, as convened by the chair, to report on the previous year’s activities and to approve priorities for the coming year.

Attendance at meetings

Members may not appoint alternates to attend meetings in their place.

Reporting relationship

The Council will report annually to the Senate and the Board of Governors.

Quorum

A majority of the members will constitute a quorum.

Secretarial services

The Office of the Vice-President, lnternational and Francophonie will provide secretarial services.
