Policy on paid services of a clinical nature by clinical graduate students outside of School of Psychology clinical practica and internship

1.     Except in the context of approved practica and internships, students enrolled in the clinical program may not offer psychological services to the public (i.e., as defined by the College of Psychologists of Ontario. They are also prohibited therefore from engaging in the private practice of psychology. It is the student's responsibility to ensure that they observe this policy.
 

2.     Students enrolled in the clinical program may be allowed to deliver psychological services as defined by the College of Psychologists of Ontario, in contexts other than practica and internships only with the prior approval of the Clinical Program Committee. Full-time students are eligible to work a maximum of 10 hours per week while there is no restriction for part-time students*. In order to be considered for such approval, the student must meet the following conditions:

   2.1          The student has satisfactorily completed the required predoctoral internship.

   2.2          The student submits to the Clinical Program Committee a proposed written contract, signed by themselves and the supervisor of the psychological services to be delivered. This supervisor must be a certified, licensed or registered psychologist in good standing with the regulatory body of psychology in the jurisdiction of the province or state in which the services will be provided.

This contract must:

1.     stipulate the student's professional duties;

2.     state the number of hours per week and the period during which the student will be engaged in the delivery of psychological services;

3.     release the School of Psychology and the University of Ottawa from legal and professional responsibility in regard to the student's delivery of psychological services and;

4.     stipulate the type and amount of supervision that shall be provided;

5.     include a statement that supervision will follow the regulations, standards and guidelines for the supervision of non-registered personnel set by the regulatory body for psychologists in the jurisdiction of the province or state in which the services will be provided.

   2.3          The thesis supervisor shall provide the Clinical Program Committee with a memo indicating that they:

1.     have read the contract described in 2.2, and;

2.     recommend approval of the request.

   2.4          The proposed supervisor of psychological services may not be the student's thesis advisor.

   2.5          The student may not provide services to any client(s) that they have seen in a practicum or internship.

3.     The Clinical Program Committee will evaluate a student's proposal to offer psychological services outside the practica and internship programs upon receiving a written request with accompanying materials. The decision of the Clinical Program Committee is final.
 

4.     It is the student's responsibility to inform and seek approval from the Clinical Program Committee for any proposed changes in the contract or matters substantively related to the contract.
 

5.     As of May 1999 the following question will be asked on the annual evaluation form: Are you involved in the provision of psychological services outside of approved practica or internships?
 

6.     Compliance with this policy and its procedures is considered to be a matter of adherence to ethical procedures and standards of professional conduct. Failure to follow these procedures will result in an automatic review of a student's status in the Clinical Training Program by the Clinical Program Student Review Committee.
