From Best Practices to Next Practices: Policy-Regulatory Relations in Energy Decision-Making

This workshop focused on the relationship between policymakers and regulators, investigating how to strengthen and clarify relationships and roles between them. The event’s main emphasis was on exchange and dialogue between participants with the goal of identifying feasible and desirable solutions for effective relationships between energy policy and regulation in Canada.
To frame the debate, a discussion paper produced by Positive Energy research team member Dr. Stephen Bird was presented at the workshop and circulated in the days prior to the event. This paper outlines current issues in the relationship between policy and regulation in Canada’s energy decision-making system, along with potential means of strengthening the relationship. It argues in part that in addition to implementing best practices in regulation, the country should go a step further and develop new, innovative ‘next practices’ tailored to the Canadian context.
