Nathalie Chalifour

Nathalie Chalifour est professeure titulaire au Centre du droit de l’environnement et de la durabilité mondiale de la Faculté de droit de l’Université d’Ottawa. Elle est affiliée à l’Institut de l’environnement où elle enseigne et supervise les étudiants inscrits à la maîtrise en sciences interdisciplinaires en durabilité de l’environnement. La professeure Chalifour est titulaire d’un doctorat en droit de l’Université Stanford (2005) et d’une maîtrise en sciences juridiques (1999), qu’elle a obtenue en tant que boursière du Stanford Program in International Legal Studies et boursière Fulbright. La professeure Chalifour a été nommée membre du Collège de nouveaux chercheurs et créateurs en arts et en science de la Société royale du Canada en 2018.  

Les recherches de la professeure Chalifour se situent au croisement du droit de l’environnement, de l’économie et de la justice sociale, avec une concentration sur les changements climatiques. Ses publications abordent de nombreux sujets, notamment les changements climatiques, la tarification du carbone, la justice environnementale, le droit constitutionnel, les droits de la personne en matière environnementale, l’économie verte et l’alimentation et l’agriculture durables. Ses articles les plus récents portent sur la constitutionnalité des politiques de tarification du carbone et les droits garantis par la Charte dans le contexte des changements climatiques. Elle codirige présentement un projet pluriannuel financé par le CRSH sur la Environmental Justice in Canadian Law and Policy (avec les professeures McLeod-Kilmurray et Thériault). Elle est coéditrice de trois ouvrages internationaux, notamment « Energy, Governance and Sustainability » (Edward Elgar, 2016), et d’un quatrième recueil au sujet de Food Law in Canada (Thomson Reuters, 2019). Elle a contribué à la rédaction de The Canadian Brownfields Manual, un texte à feuilles mobiles, de 2004 à 2014. La professeure Chalifour participe activement à l’élaboration du droit et des politiques du Canada. Elle est régulièrement invitée à titre d’intervenante lors de conférences et d’événements publics, et en tant que commentatrice dans les médias. Elle a récemment agi à titre de co-conseillère juridique bénévole auprès de la Commission de l’écofiscalité du Canada devant la Cour d’appel de la Saskatchewan, et du United Chiefs and Council of the Mnidoo Mnising devant la Cour d’appel de l’Ontario (avec le cabinet juridique Westaway Law), dans le cadre de contestations constitutionnelles du prix fédéral du carbone. Elle a été  co-conseillère juridique bénévole auprès de l’Association nationale Femmes et Droit et de Les Ami(e)s de la Terre Canada dans l’interjection d’appel de ces décisions devant la Cour suprême du Canada.

La professeure Chalifour s’est jointe à la Faculté de droit en 2003, et depuis lors, s’est engagée activement dans la vie universitaire et communautaire. Elle a été l’une des co-directrices fondatrices du Centre du droit de l’environnement et de la durabilité mondiale, et demeure une membre active du Centre. Au cours de son mandat à titre de directrice adjointe de l’Institut de l’environnement de 2011 à 2015, la professeure Chalifour a dirigé la création du programme novateur de maîtrise en sciences interdisciplinaires en durabilité de l’environnement dont elle fut la directrice inaugurale. Elle continue d’enseigner et de superviser les étudiants de ce programme. Elle siège comme membre du Comité consultatif auprès de la Clinique Ecojustice de l’Université d’Ottawa et a participé à la création du Secrétariat pour l’Académie du droit de l'environnement de l'UICN, que l’Université d’Ottawa a abrité de 2006 à 2016.

Avant de se joindre à l’Université d’Ottawa, la professeure Chalifour a été conseillère principale auprès du président de la Table ronde nationale sur l’environnement et l’économie, conseillère principale auprès du Fonds mondial pour la nature (WWF), et a fondé TRAFFIC Canada (une ONG qui s’intéresse au commerce des espèces sauvages). Elle a également été professeure auxiliaire à l’Université Widener et a enseigné à l’Université de Nairobi, au Kenya, de 1996 à 1998.
