Role

The Council on Graduate Studies is responsible for developing University-wide academic regulations pertaining to graduate studies, as well as for planning and development of graduate studies, in order to ensure the excellence of graduate programs and to promote the University’s mission with respect to graduate studies.

ESTABLISHMENT

The Council on Graduate Studies was established by Senate resolution 2016‐2017.044, adopted on February 28, 2017. (MODIFICATIONS APPROVED BY THE SENATE JANUARY 17, 2022)

STATUS

The Council on Graduate Studies (the Council) is a standing committee of the Senate.

POWERS AND FUNCTIONS

Under the authority of the Senate, the Council is responsible for developing University‐wide academic regulations pertaining to graduate studies. The Council is also responsible for planning and development of graduate studies, in order to ensure the excellence of graduate programs and to promote the University’s mission with respect to graduate studies.

Without limiting the scope of the foregoing, the Council is responsible for:

  • making recommendations to the Senate concerning the development, revision or elimination of academic regulations pertaining to graduate studies, including regulations relating to student admissions, students’ academic progress as well as the conditions for obtaining a graduate degree or diploma;
  • making recommendations to the Senate with respect to graduate course and program changes as well as requests for the creation or abolition of graduate programs, taking into account the University’s priorities, the recommendations of the Strategic Committee on Graduate and Postdoctoral Studies and the requirements of the Institutional Quality Assurance Process;
  • advising Faculties and the Senate on the formulation and updating of University and Faculty academic development plans for graduate studies; and
  • making recommendations to the Senate concerning changes to the Council’s terms of reference.

MEMBERSHIP

Members

The Council is composed of the following members:

  1. the Vice‐Provost, Graduate and Postdoctoral Studies;
  2. the two Associate Vice-Provosts, Graduate and Postdoctoral Studies;
  3. the Vice-Provost, Academic Affairs;
  4. one Associate Vice‐President, Research, named by the Vice‐President, Research, or his or her delegate;
  5. one Associate Vice‐President, International or Francophonie, named by the Vice‐President, International and Francophonie;
  6. the Vice‐Dean, Graduate Studies, or the equivalent, from each faculty;
  7. a representative of Saint Paul University, named by Saint Paul University for a three‐year term, renewable;
  8. the Director of the Quality Assurance Office;
  9. the Registrar of the University;
  10. five regular full‐time professors elected by the Senate for a three‐year term, renewable, from candidates nominated by the executive committee of each faculty; and
  11. three full‐time graduate students elected by the Senate for a two‐year term, renewable, from candidates nominated by a nominating committee composed of the graduate student members of Senate and one Graduate Students’ Association’s executive member named by the association (who may also be candidates).

Chair

The Vice‐Provost, Graduate and Postdoctoral Studies, serves as Council chair.

MEETINGS

Convening

The Council will meet as often as required to fulfill its mandate, as convened by the Chair.

Quorum

Excluding the vacant positions, the quorum is constituted of half of the members of the Council.

Voting

All motions require a majority vote of members present, except for motions relating to the elimination of programs offered in French, in which case a two‐thirds majority vote of members present is required.

REPORTING RELATIONSHIP

The Committee reports to the Senate through the Executive Committee of the Senate.
