Biography

Over the past 25 years, Paul-Émile Cloutier has held senior executive positions across a wide range of sectors, including communications, political and public policy strategy, public affairs, transportation, health, and international relations. He has also served both the federal and Ontario governments at political and bureaucratic levels.

A native from Montreal, fluently bilingual and holding a Master of Health Administration as well as a Master of Political Science, Mr. Cloutier has built a strong reputation in strategic leadership, communications, government and stakeholder relations, and senior management. His core strengths lie in his ability to analyze public and institutional trends and act as a trusted advisor to senior executives across government, non-profit organizations, and the private sector.

Since June 2017, Mr. Cloutier has served as President and CEO of HealthCareCAN. In this role, he has elevated the profile of Canada’s health sector and health research as key economic drivers that contribute to improved health outcomes. His efforts have influenced both public policy and public opinion. Notably, during the initial phase of the COVID-19 pandemic, he secured significant public funding for hospital-based research centres and successfully advocated for federal investment in health infrastructure, resulting in a $3 billion commitment.

Previously, Mr. Cloutier held leadership roles including Senior Policy Advisor at External Affairs, Director of Government and Stakeholder Relations at VIA Rail Canada, and CEO and Secretary General of the Canadian Medical Association (CMA). At the CMA, he led initiatives to reduce wait times, secure increased funding for health research, and drive innovation in the delivery of Canada’s healthcare system.

A dedicated community leader, Paul-Émile has served on numerous boards both national and international. He is a member of Roger Centre of Ottawa, interim President and Chair Council on Aging as well as advisor on matters of Governance and Human Resources for SALUS.
