David McLeod is a lawyer with the federal Department of Justice, where his practice has been focused on tax matters and financial sector matters. He is currently Acting Manager and Senior Counsel with the Department of Finance’s Legal Services Unit, where he works primarily with the Department of Finance’s Tax Policy Branch.
Prior to joining Finance Legal Services, David practiced as a tax litigator representing the Canada Revenue Agency in disputes before Canada’s federal courts.
David also spent a year as Special Advisor in the Department of Justice’s Central Agencies Portfolio, where he helped support the Department of Finance, the Treasury Board Secretariat, the Public Service Commission and federal financial sector regulators.
After completing his law studies, David clerked at the Federal Court of Appeal and completed his articles with Norton Rose Fulbright Canada LLP in Montreal. He later completed a Master of Laws at the University of Ottawa, where his research focused on Canadian courts’ interpretation and application of foreign law in adjudicating tax disputes.
David is a member of the Quebec and Ontario bars
