Rambod Behboodi is Senior Counsel at Borden Ladner Gervais LLP (BLG) and one of Canada’s leading practitioners in international trade and economic regulation. With more than 30 years of experience, he has advised governments, international organizations, financial institutions, and private-sector clients on matters involving international trade, competition policy, financial regulation, and public policy.
Prior to joining BLG, Mr. Behboodi held several senior leadership positions within the Government of Canada, including General Counsel and Executive Director of Legal Services at the Department of Finance Canada during the global financial crisis. In that role, he advised on financial sector regulation, anti-money laundering initiatives, international trade negotiations, and financial stability measures. He also served as the Canadian Competition Bureau’s first Deputy Commissioner for Competition Promotion.
Mr. Behboodi has extensive experience in international trade law, having advised and represented Canada in proceedings under the North American Free Trade Agreement (NAFTA) and before the World Trade Organization (WTO), and Morocco before the WTO. His expertise includes trade remedies, anti-dumping and subsidy matters, export controls, foreign investment, technical barriers to trade, and international economic governance. He has also participated in multilateral negotiations and, as a Canadian diplomat, held postings to both the WTO and the European Union.
He continues to advise private, public, and institutional clients on complex issues at the intersection of international commerce, financial regulation, and public policy.
Mr. Behboodi has been teaching international economic and trade law at universities in Canada and abroad since 1994. He is the author of a book on subsidies regulations and numerous peer-reviewed publications in the field. He is co-host of the Canadian trade podcast, "The Tariff Home Companion."
