Vincent Bachelet
Postdoctoral Fellow, University Research Chair in Technology and Society




Vincent Bachelet is a Postdoctoral Fellow in Quantum Policy and Governance with the University Research Chair in Technology and Society at the University of Ottawa Centre for Law, Technology and Society. 

Vincent Bachelet’s research aims to explore the various aspects of regulating the development of quantum technologies, with a particular focus on striking a balance between knowledge sharing and the protection of strategic assets. This research program is led in collaboration with Prof. Florian Martin-Bariteau as part of the QUORUM (QUébec Ontario consoRtium on quantUM protocols) alliance. 

He holds a Ph.D. in private law from Université Paris-Saclay and specializes in intellectual property and digital law; he is particularly interested in the legal and, more broadly, societal issues related to the development of new technologies.  

His work focuses primarily on the legal framework for open innovation—open source, open data, and open science—, as well as digital commons and, more broadly, the role of property in the digital context.  

His doctoral research, under the supervision of Prof. Mélanie Clément-Fontaine, explored the legal tools—in French, E.U., and Canadian law—that enable the structuring of digital commons and the recognition of the labour necessary for their development and maintenance. He subsequently conducted postdoctoral research at the Université Panthéon-Sorbonne (Paris I) under the supervision of Prof. Célia Zolynski, during which he explored the regulation of the development of open-source artificial intelligence. 

In addition to his research activities, Vincent Bachelet worked as a legal consultant at the firm inno³, where his primary responsibilities involved assisting both public and private sector stakeholders in structuring their open innovation or digital commons projects.
