Results-Based Management (RBM) Foundations Program Courses

The Results-Based Management (RBM) Foundations Program is a two-module virtual training series offered by the Performance and Planning Exchange (PPX) in collaboration with the University of Ottawa’s Centre on Governance, designed to equip public sector and non-profit managers with foundational performance management, planning, and evaluation skills.
Course Overview
The RBM Foundations program is a comprehensive, two-course suite designed to equip public sector and non-profit professionals with the fundamental knowledge, skills, and templates needed to effectively manage performance. While primarily focused on the Government of Canada context, the curriculum incorporates provincial and international case studies.
Participants will learn how to seamlessly integrate core performance management functions—such as planning, risk assessment, monitoring, and evaluation—into a cohesive results-based framework.
Program Structure
The program is delivered via distance learning and consists of two complementary modules (12 hours total synchronous learning). Modules can be taken together for a full certificate or registered for individually.
Module 1: RBM Principles and Basics
Focus: Understanding and constructing core performance measurement strategies.
Key Topics:
Planning and performance management fundamentals.
Building Logic Models and Theories of Change.
Developing Program Information Profiles (indicators, methods, and sources).
Basic measurement and evaluation strategies.
Module 2: RBM Functions and Tools
Focus: Integrating management tools and tackling modern public sector challenges.
Key Topics:
Linking risk management, auditing, monitoring, and reporting.
Navigating Treasury Board submissions (in collaboration with TBS).
Utilizing RBM data for active decision-making and service delivery.
Emerging trends: GBA+, organizational culture, and post-COVID management environments.
New for 2026: Both modules now include targeted sessions and practical job aids addressing the top four challenges identified in the Government of Canada’s recent review of the Policy on Results: attribution, completeness, alignment, and accuracy.
