A technologist and creative turned legal scholar, Dr. Florian Martin-Bariteau is theUniversity Research Chair in Technology and Society and the Director of the Centre for Law, Technology and Society. Promoted effective on May 1, 2026, he is leading a programme at the intersection of technology law, ethics, and policy. His work examines how legal frameworks can protect rights and freedoms in rapidly evolving digital environments, with a particular focus on artificial intelligence, cybersecurity, and quantum technologies.
Dr. Martin-Bariteau interdisciplinary and forward-looking approach has positioned him among Canada’s leading voices on the governance of technological change. He has led a bilingual and globally connected research ecosystem. His work brings together scholars, policymakers, and industryactors to address complex regulatory challenges and to develop policy solutions grounded in rigorous research. His contributions have been recognized through numerous distinctions, including election to the Royal Society of Canada’s College of New Scholars, and the Kitty Newman MemorialAward. He is also a Faculty associate at the Berkman-Klein Center for Internet and Society at Harvard University and a member of the Nexus for Quantum Technologies Institute at the University of Ottawa.
Dr. Martin-Bariteau’s career is characterized not only by its academic impact but also by its strong engagement with public policy. He has advised governments and international organizations, contributed to major global discussions on technology governance, and helped shape debates on the societal implications of emerging technologies. His publications and collaborative projects continue to influence both academic discourse and policy development. He recently co-led a new global policy brief on Governing with AI: a new AI implementation blueprint for policymakers and co-edited a new interdisciplinary collection The Security of Self that offers a new human-centric vision for cybersecurity.
Since joining the University of Ottawa, Dr. Martin-Bariteau has played a central role in advancing research on technology law and policy, as well as building national and international networks and partnerships. Through his leadership, the Centre for Law, Technology and Society has expanded its reach and strengthened its position as Canada’s premier research hub on technology law, ethics and policy.
This appointment marks a new chapter in a career dedicated to understanding and guiding the intercession between society and technology in a rapidly changing world.
