1. Aim of 3P:
   1. To provide support for projects on a trajectory to patenting and commercialization of health and/or biomedical research outputs  
   2. Appraise pre-clinical ideas, identify barriers to patenting and commercialization early, and evaluate projects from an economic lens
   3. Enable key experiments needed for intellectual property (IP) protection and advancing TRLs (Technology Readiness Levels)
   4. Provide mentorship and support in assessment of market potential, business development and commercialization planning
2. Applicant Eligibility
   1. 3P applicants must be active Faculty members with a primary academic appointment to a Basic Science or Clinical Department as Assistant, Associate, or Full Professor within the University of Ottawa Faculty of Medicine.
   2. Projects must meet criteria for Technology Readiness Level 3 to 4.  

1. Administration of the 3P program:
   1. Finance, Faculty of Medicine, University of Ottawa – Faculty and Departmental contributions
   2. Finance, Research Institute (various, depending on appointment) – Research Institute contribution
   3. Finance, University of Ottawa – ISS contribution
   4. Finance, Brain Heart Interconnectome – BHI contribution
2. Funding is restricted to eligible research expenses for experiments needed for IP protection and advancing TRLs (including, but not limited to reagents, consumables, salaries and stipends for research personnel, facility service fees) and non-research costs including, but not limited to financial, business and legal consultations.
3. Funding Allocation:
   1. Up to $10k from the Faculty of Medicine.
   2. Matching funds of up to $10k from the Department or Research Institute where the applicant holds a primary appointment  
   3. Successful applications may receive direct and indirect support totaling up to $10,000 from the University of Ottawa Innovation Support Services (ISS). Support from ISS includes direct funding support, and indirect support which can include facilitation of external business and regulatory consultancy by ISS.
   4. Projects related to brain-heart health may be eligible for up to an additional $10,000 from the BHI 
4. The applicant must confirm at the time of application that matching funds are available from their respective department and/or affiliated research institute, and may include multiple sources. Matching funds must be cash contributions (in-kind contributions will not be accepted).  

1. For successful applicants, departmental matching funds must be forwarded to the FoM within 30 days of the start date.
   1. Only once the departmental matching funds have been deposited to the uOttawa CRCAP Fund will a cost centre be set up at the FoM or transferred to an affiliated institution upon formal arrangement.
   2. At the end of the grant period, any unspent funds will revert back to the uOttawa CRCAP Fund while any over expenditure will be the responsibility of the researcher.
   3. ISS and/or BHI funds will be deposited within 30 days of the start date

1. Applicants will apply via the 3P Submission Portal as follows

Post-Submission Self-Identification Survey (See IDEAS section below)

2. IDEAS: Post-Submission Self-Identification Survey
   1. All applicants must complete the confidential self-identification survey to be eligible for the grant. There are “prefer-not-to-answer” options available throughout.    
   2. After the submission due date, all applicants will receive a tracking number to complete the survey.
   3. The tracking number will be used to determine if the self-identification survey has been completed and will not directly link the information to an applicant.  
   4. Only a program administrator (in the Research Office, FoM) will have access to self-identification data.  
   5. Data will remain masked (via a tracking number) to only indicate whether the individual broadly belongs to any equity-deserving group or not.
   6. Refer to review process below, where prioritization of underrepresented groups is described.
3. Projects focusing on current and emerging areas of strategic priority will be favoured, including:  
   1. Brain and Mind (FoM strength)
   2. Infection, Immunity and Inflammation (FoM strength)
   3. Cardiovascular and Vascular Biology (FoM strength)
   4. Epidemiology, Public Health, Innovative Med Ed, Practice-Changing Research (FoM strength)
   5. Clinical and Translational Research (Cross-cutting initiative)
   6. Systems Biology, Genetics and Mechanisms of Disease (Cross-cutting initiative)
   7. Regenerative Medicine and Innovative Therapeutics (Cross-cutting initiative)
   8. AI (Emerging priorities)
   9. Indigenous Health Research and Education (Emerging priorities)

1. Each application will be assessed and scored by reviewers based on the following criteria. Scores range from 0 to 5 for each item, where 5 = Outstanding and 0 = Not Addressed, such that:

      4. Identification of major hurdles/challenges  
      5. Does the proposal lead the innovation towards patenting or commercialization
   4. Impact in the field
      1. Likelihood that the project outcomes allow the innovation to become a ‘real-world’ solution
      2. Description of the innovation, speaking to its benefits over current approaches
      3. Ability for the innovation to be disruptive in the field
   5. Budget and Budget Justification
      1. Appropriateness of the proposed budget to achieve the aims of the proposal
      2. If the budget is more than $30k, indication of other funding sources
   6. IDEAS and SGBA+
      1. Integration of IDEAS and SGBA+ principles in project design, team composition, and/or commercialization strategies
2. Those awarded must be above the fundable threshold, i.e., the minimum score identified by the Review Committee.
3. Should there be a tie (at one decimal place), this will be addressed by looking at the average rank among the reviewers. Should a tie persist, then the following will be applied to break ties:  
   1. Priority will be given to Early Career Researchers.  
   2. Second Priority will be given to applicants who have not previously received 3P funding.
   3. Third priority will be given to applicants being from underrepresented groups (via IDEAS).
   4. Fourth priority will be given to projects aligned with FoM areas of strategic priority described above.
4. Review Team:
   1. Funds will be awarded on a competitive basis, by a peer review panel chaired by the Vice Dean - Research.
      1. Reviewers will include non-applicant Professors from the University of Ottawa and affiliated Research Institutes with representation from ISS and Industry. The number of reviewers will be determined to accommodate a reasonable load of proposals to review (<6 per person), where each proposal is reviewed in triplicate.
      2. Previous applicants may be recruited as reviewers.
   2. Reviewer feedback will not be provided to the applicants. Applicants will be instructed to reach out to the Vice Dean - Research.
5. Decisions approved by the FoM are final. There are no appeal processes.
6. Applications for the BHI priority research area will be reviewed separately by a sub-committee of the BHI Scientific Council to determine relevance to the BHI scientific strategy and cross cutting themes (see section 7 below).

1. Applicants funded through the 3P Program will not only benefit from direct financial support but will also directly benefit through opportunities for mentorship and consultation with external business experts. Successfully funded applicants will have the opportunity to participate in the development of a commercialization plan alongside experts from the ISS business development team. As part of the project’s development, the business development team will share expertise in conducting a market assessment and determining what is needed to develop and translate their discovery. Finally, successful applicants may receive additional support from collaborating industry partners to aid in the translation of their discovery. Mentorship/consultation may also be facilitated in collaboration with a Research Institute Technology Transfer Office as relevant.
2. A scientific and financial report must be sent to the Faculty of Medicine at the end of the funding period (a template will be sent by the Research Office at the end of the grant period). 

Brain-Heart Interconnectome (BHI) Program

Applicants who are interested in applying to the BHI Priority Research Area (for additional funding from BHI up to $10,000) should describe the following aspects of their proposed project:

1. Description of the relevance of the project to the BHI scientific strategy, including it's Foundations and Themes.
2. Description of ways in which the project will incorporate the BHI cross-cutting themes.

Applications for the BHI Priority Research Area will be reviewed separately by a sub-committee of the BHI Scientific Council to determine relevance to the BHI scientific strategy and cross-cutting themes. Applicants for BHI funding must be a Core Academic Member of BHI or willing to become one if funded.
