Vision, Strategy, Transformation and Acceleration (VISTA) 2026 Competition

The University of Ottawa (uOttawa) is pleased to announce the inaugural round of the Vision, Strategy, Transformation and Acceleration (VISTA) initiative.

Overview

The VISTA funding opportunity supports uOttawa researchers—including those in the Ottawa Academic Health Network (OAHN; see Appendix)—in building capacity for groundbreaking, interdisciplinary research aligned with the University’s Strategic Areas of Research, affiliated institutes’ priorities, and federal science and innovation priorities.

The initiative funds new interdisciplinary pilot projects that explore novel, high-risk ideas or address well-defined challenges through transformative, world-leading approaches beyond the current state of the art. Projects are expected to foster new collaborations across faculties and affiliated institutes, and to generate preliminary data, proof-of-concept results, or an articulated interdisciplinary research framework that positions teams for competitive external funding.

Applications must, by their nature, be interdisciplinary. The initiative welcomes proposals led by researchers from all disciplines and strongly encourages the leadership and integration of the social sciences, humanities and arts alongside the natural sciences, engineering, health sciences and medicine. These perspectives are critical to developing innovative, impactful and societally relevant solutions to complex challenges.

VISTA grant recipients are expected to submit a proposal to the New Frontiers in Research Fund (NFRF) or another national, interdisciplinary, peer-reviewed funding program within 24 months of the grant start date.

Researchers who submit an expression of interest (EOI) will be invited to participate in planning workshops starting in September 2026. These workshops support participants—particularly those without a fully defined proposal—in exploring ideas, building interdisciplinary teams, and co-developing research questions through facilitated discussions.

At the program level, VISTA strengthens the University’s capacity to develop competitive applications to major national and interdisciplinary funding programs, including the Tri-Agency New Frontiers in Research Fund (NFRF). The initiative draws on key elements of NFRF programs (notably Transformation and Exploration), with a strong emphasis on interdisciplinarity.

Grant value and funding streams

Each grant is valued between $50,000 and $100,000 over 24 months.

The funding envelope available from the OVPRI is $500,000. With the inclusion of affiliated institute match for the OAHN stream, the total combined funding envelope is $600,000 to support a minimum of 6 projects. Award values may vary. Proposed budgets will be reviewed by the evaluation committee for appropriateness, completeness, and alignment with project objectives. Applicants are expected to request appropriate and well-justified resources. The final number of projects funded will depend on the approved award amounts.

University-based Research Stream

Applications with the Nominated Principal Investigators (NPIs) based at the university are eligible to apply to the University-based Research Stream funding, with team membership required to align with the eligibility requirements (below). Projects will be funded in rank order from the highest ranked to an established funding cut-off (applications with an average score below 70 out of 100 are not fundable – see evaluation matrices and scoring scheme below) following peer review.

A total of $400,000 is allocated to the University-based Research Stream. A minimum of four grants will be funded in the University-based Research Stream, contingent on the applications receiving rankings in the fundable range.

OAHN-based Research Stream

Applications with NPIs based at an Ottawa Academic Health Network (OAHN) affiliated institute are eligible to apply to the OAHN-based Research Stream funding, with team members required to align with the eligibility requirements (see Eligibility below). Projects will be funded in rank order from the highest ranked to an established funding cut-off (applications with a rating below 70 are not fundable – see evaluation matrices and scoring scheme below) following peer review.

A total of $200,000 (including partnered funds from the affiliated institutes) is allocated to the OAHN-based Research Stream funding. A minimum of 2 grants will be funded in the OAHN-based Research Stream, contingent on the applications receiving rankings in the fundable range.

The NPI’s host institute is required to provide matching contributions at a minimum of 1:1 ratio (up to $50,000 per funded project). The matching funds must be confirmed at the time of the application, in the form of a one-page letter of commitment.

Additional partners from uOttawa or the OAHN can join the initiative to co-fund highly rated projects that rank within the fundable range following peer review. Furthermore, applications that are above the funding cut off but outside the initiative’s available budget may be fully funded by an OAHN partner.

Eligibility

Nominated Principal Investigator and Co-Principal Investigator(s)

Eligible Nominated Principal Investigator (NPIs) and Co-Principal Investigator(s) (Co‑PIs) must hold a regular full‑time uOttawa professor appointment, which includes APUO professors, affiliated institute scientists, and clinician scientists with an academic appointment at uOttawa at the rank of Assistant, Associate, or Full Professor.

Note: Co-PIs therefore cannot be from outside the University of Ottawa. Co-applicants, however, may come from other institutions (more detail below).

The NPI:  

  • Is responsible for the direction of the project and the coordination of proposed activities, in collaboration with the Co‑PI(s);  
  • Completes and submits the notice of intent and full application;  
  • Assumes administrative and financial responsibility for the grant.  

The Co‑PI(s) share responsibility with the NPI for the direction of the project. Anyone designated as a Co-PI must actively and substantially participate in the project.  

Individuals may serve as NPI on only one application and may participate on a maximum of two applications overall. 

Additional team members

Co-applicants

Co‑applicants contribute to the execution of the project, and their activities may be supported by grant funds.

Co‑applicants may include:  

  • Researchers and professors (including from other post-secondary institutions);  
  • Knowledge users such as practitioners, people with lived/living experience, policymakers, educators, decision‑makers, health‑care administrators, Indigenous Elders, Indigenous Knowledge Keepers, community leaders, or individuals working for a charity.

Researchers or professors serving as co-applicants must meet the Tri-Agency definition of an independent researcher. This refers to an individual who conducts research autonomously (i.e., not under the direction of another individual) and holds an academic or research appointment (active by the full application deadline) that enables them to lead research projects, supervise trainees (if applicable), publish results, and comply with institutional research and employment policies.

Independent researchers must be primarily affiliated with a Canadian institution eligible to hold Tri-Agency funds and must not be students, postdoctoral fellows, or research associates. For more information, please consult the NFRF’s definition of independent researcher

Collaborators

Collaborators contribute to the execution of the project, but their activities are not supported by grant funds. Any individual whose contributions are supervised by another team member cannot be considered a collaborator.

Team composition

  • The NPI and Co‑PI(s) collectively must have expertise spanning mandate areas of at least two of the three federal research funding agencies (NSERC, SSHRC, CIHR).
  • NPIs and Co-PIs must include members with primary appointment from more than one faculty.
  • Each team (NPI, Co-PIs, Co‑applicants) is required to include at least one Early Career Researcher (ECR) with a clearly defined and substantive role.  

In alignment with the Tri‑Agency, an ECR is defined as a researcher who is within five years of their first independent research appointment as of the VISTA grant start date of April 1, 2027. This window may be extended to account for eligible leaves, such as parental, medical, and bereavement, which are counted twice the length of time taken. 

Funding streams

Applications are assigned to one of two streams based on the NPI’s primary affiliation: 

University-based Research Stream

The NPI is based at uOttawa. 

OAHN-based Research Stream

  • The NPI is based at an affiliated institute within the OAHN; 
  • A significant portion of the project must be conducted at the affiliated institute. 

The NPI’s host institute must provide matching contributions at a minimum of 1:1 ratio, with funds confirmed at the time of application through a one-page letter of commitment. 

Project activities (eligible use of funds)

VISTA supports new, original interdisciplinary projects that pursue novel, high‑risk ideas with the potential for significant impact, or address well‑defined challenges through transformative approaches beyond the current state-of-the-art.

Proposed projects must not represent an incremental expansion of previously funded research, regardless of the funding source. Existing research teams may apply, provided the proposed VISTA project is clearly distinct in its objectives, scope, or approach, and demonstrates intellectual novelty consistent with the program’s high risk, high reward emphasis.

Projects should not only convene teams but actively advance research, generate preliminary results, and produce concrete outputs that position teams for competitive external funding.

Successful and unsuccessful applicants will be notified of the results via a Notice of Decision by email.

Funding will be provided in two installments:

  • First installment: 50% of the total budget (up to $50,000), released at the start of the grant;
  • Second installment: the remaining 50% (up to $50,000), released midway through the project, contingent upon a satisfactory evaluation of the mid-term report.

Potential NPIs are encouraged to submit an expression of interest to the OVPRI Grant Development Services by email at [email protected].

2. Planning workshops (starting in September 2026)

Researchers who submit an expression of interest will be invited to participate in planning workshops starting in late September 2026. In addition, other uOttawa/OAHN researchers with expertise that may potentially be complementary to those who register for an expression of interest may participate in the workshops. These sessions support participants—particularly those without a fully defined proposal—in exploring ideas, building interdisciplinary teams, and co-developing research questions through facilitated discussions.

3. Notice of intent (deadline: November 9, 2026, at 5:00 PM ET)

Applicants are required to submit a mandatory Notice of Intent by 5 p.m. November 9, 2026. Notices of Intent are submitted in the SurveyMonkey Apply portal. 

Detailed instructions for portal submissions for both the Notice of intent and full application modules will be available closer to the submission deadline.

4. Full application (deadline: January 22, 2027, at 5:00 PM ET)

After submitting the completed notice of intent via the portal, applicants will automatically gain access to the full application module in SurveyMonkey Apply. The completed full application dossier must be submitted through the portal by the deadline.
