"They attract the attention of people who are either direct members of or sympathetic to… terror organizations," said Michael Kemper, an associate professor in the Department of Criminology at the University of Ottawa, in an interview with CBC's Island Morning.

"Unfortunately, the fact that Canada could only get 70 states to endorse it really shows that there's 120 other states that have not endorsed this. So that's unclear whether this adds anything to the international obligations or will change anything in fact," says John Packer, a professor of international law at the University of Ottawa.
