ELIGIBILITY AND PARTICIPATION TO EMPLOYEE BENEFITS
1. This policy details the criteria for eligibility to benefit programs at the University when they are not included in collective agreements, employment contracts or other policies.
2. In applying this policy, the University wishes to ensure that the Employment Standards Act, the Employment Insurance Act, and standards for non-discrimination are respected.
3. In this policy, " employee benefits" includes the following programs:
- a) Statutory Government Programs;
- - Protection for work accidents under the Workplace Safety and Insurance Board;
- - Ontario Health coverage by the payment of the Employer Health Tax;
- - Canada Pension Plan;
- - Employment Insurance Program;
- b) Insurance programs paid by the University or where costs are shared with members of staff:
- - University of Ottawa Pension Plan;
- - Basic Life Insurance Program;
- - Long-Term Disability Insurance Program;
- - Extended Health Insurance Plan;
- - Basic Dental Insurance Program;
- c) Optional Insurance programs where premium costs are paid by members of staff:
- - Optional Life Insurance Plans;
- - Accidental Death and Dismemberment Insurance Program;
- - Optional additional hospital room coverage (private or semi-private rooms);
- - Optional Dental Insurance Program.
COVERAGE UNDER STATUTORY GOVERNMENT PROGRAMS
4. All members of staff who receive a salary paid by operating or grants funds are covered under statutory government programs; the sharing of premium costs between the employer and employees is determined by applicable legislation. This coverage does not apply to recipients of bursaries or prizes.
5. The contribution of the University to the various benefits listed in article 3 is paid from the Central Administration budget, except for the costs for staff working in the units described in article 6.
6. Self-supported services and partially self-supported services, holders of research grants and any other sector identified as required to pay for all salaries and benefits costs, must make provision for the necessary amount in their budgets to cover the cost of employee benefits, including government programs. The Benefits sector can estime the costs involved.
ELIGIBILITY OF FULL-TIME TEACHING STAFF
7. The eligibility of full-time teaching staff who are members of the Association of Professors of the University of Ottawa (APUO) is determined by their collective agreement. The description of programs listed in article 3 as well as the sharing of costs are described in the , of which the latest version appears on the Human Resources Service Web site.
8. The eligibility criteria defined above for teaching personnel also apply to language professors, professional librarians, and counsellors.
9. Clinical teaching staff members of the Faculty of Medicine (geographical sector) are only eligible to statutory government programs except if they hold a position created before 1997. In this latter case, they must participate in the employee benefits programs, except the University Pension Plan for which participation is optional.
10. Visiting professors and librarians, as well as any other academic category not occupying a regular academic position are not eligible to employee benefits.
ELIGIBILITY OF PART-TIME TEACHING STAFF
11. The eligibility of part-time teaching staff to some employee benefits is determined by the collective agreement of the Association of Part-Time Professors of the University of Ottawa (APTPUO).
ELIGIBILITY OF STUDENTS WHO ARE MEMBERS OF THE CANADIAN UNION OF PUBLIC EMPLOYEES (CUPE)
12. The eligibility of students who are members of the Canadian Union of Public Employees (CUPE) is determined by their collective agreement.
ELIGIBILITY OF SUPPORT STAFF
13. Only those members of the support staff who hold a regular position involving fifteen hours of work or more per week for a predetermined and uninterrupted period of eight months or more are eligible for, and must take part in the benefits program. The description of programs listed in article 3 as well as the sharing of costs are described in the, of which the latest version appears on the Human Resources Service Web site.
14. Employees who do not hold a regular position as described above are only eligible to benefits of the University of Ottawa under the conditions described in Policies 47a) and 47b) dealing respectively with term employees paid from operating and trust funds.
15. The Assistant Vice-rector, Labour Relations, and Director of Human Resources Service is responsible for interpreting this policy; its application falls upon faculty and service directorates, jointly with the Director of Human Resources Service.
16. There can be no exception to this policy without the written approval of the Vice-rector, Resources.
