Chères finissantes, chers finissants,

C'est pour moi un immense honneur d'avoir été choisi comme 30e recteur et vice chancelier de l'Université d'Ottawa.

Depuis quelques mois, je circule sur le vaste campus de l'Université et croise quotidiennement des centaines d'étudiantes et d'étudiants; je me surprends souvent à réfléchir à l'importance de l'enseignement supérieur dans la société. En effet, des jeunes en provenance de tous les horizons passent à l'Université les meilleures années de leur vie à travailler d'arrache-pied, à apprendre mais aussi à y vivre des expériences souvent inoubliables.

Teaching and working at the University is a great privilege, and one that carries with it a great responsibility, namely that of making a difference in the lives of every one of these young, or not so young, students. It involves giving them the tools to make a significant contribution to society. So it is entirely appropriate that my installation takes place during a convocation. I am extremely honoured to be here among those of you who, surrounded by your loved ones, are within moments of receiving your degrees.

Ces diplômés quittent l'Université d'Ottawa alors que j'y arrive tout juste. Ils débutent leur carrière alors que j'y entreprends la dernière étape de la mienne.

Il faut avoir quitté la vie universitaire comme je l'ai fait il y a cinq années et y revenir pour en apprécier toute la richesse. Nous oublions trop souvent le plaisir – car il y a un véritable plaisir – et le privilège d'œuvrer à l'université et d'y fréquenter des personnes exceptionnelles, professeurs, étudiants et membres du personnel qui ont un but commun, mais dans les domaines les plus variés de la connaissance et de l'activité humaine.

What a pleasure it is to learn about – and to try to understand! -– the work being carried out in our research labs, to listen to a performance by our music students or to take part in lectures and seminars on the most varied and interesting topics!

THE FUTURE OF UNIVERSITIES

Of course, the traditional roles of a university are to educate students, conduct research and serve the community. Nowadays, in a world where so much changes so quickly, these traditional roles seem to be surviving. But I am not sure they are thriving.

Dans notre monde postmoderne, les universités semblent aussi faire l'objet de perturbations et de remises en question de leur pertinence. Dans bon nombre de pays industrialisés, l'enseignement supérieur n'est plus considéré comme la voie royale vers une carrière enrichissante.

Steve Jobs et Bill Gates n'ont jamais terminé leurs études universitaires mais sont devenus de nouveaux modèles de réussite. Les universités qui, par le passé, s'appropriaient, créaient et diffusaient la connaissance, n'ont plus l'exclusivité du savoir, qui est désormais produit un peu partout et distribué à qui le veut, souvent gratuitement. Où cela nous mène-t-il?

On pourrait même pousser la réflexion jusqu'à se demander, comme l'a fait Stefan Collini, à quoi servent les universités? Quel sera leur rôle au cours des prochaines décennies?

Some have argued that technology has made universities more or less obsolete, that Massive Online Open Courses, known as MOOCs, will replace traditional teaching. I am convinced that this will not be the case.

Bien au contraire. Les technologies ont déjà modifié en profondeur la façon dont nous enseignons et communiquons avec les étudiants. C'est une bonne chose. Les technologies nous forcent à réinventer les fins de l'enseignement et je pense honnêtement que la qualité des nouveaux diplômés est meilleure que ce qu'elle était il y a quelques dizaines d'années.

Of course, advances in science and technology, and the way these advances are put to use, force us to rethink the university's role as a knowledge broker and knowledge producer. The danger here then becomes the standardization of science and of scientific models. Today's scientific discoveries often depend on complex and expensive equipment, large research teams and well-scripted research programs.

J'aime croire que même si les recherches menées dans nos universités suivent un modèle rigoureux que l'on dit scientifique, elles ne sont pas organisées de telle façon qu'elles empêchent l'émergence de toute idée ou pensée spontanée, farfelue ou innovatrice sans laisser place à la pensée théorique, créative et libre.

Pensons-y. Einstein aurait-il pu développer sa théorie de la relativité en 2016, dans l'environnement de recherche actuel dicté par la course aux subventions?

I am convinced that one of the most original, needed and value-added purpose of a university remains, more than ever, to nurture science and society with deep, risky, critical and original thinking and to instill in students a high level of intellectual curiosity.

Indeed another added value of universities is that they link research to the education of students in a very significant way.

L'Université d'Ottawa doit accélérer sa démarche et continuer à « défier les conventions » au cours des prochaines années. Elle doit vraiment bousculer les idées reçues dans tous les domaines du savoir. Je travaillerai sans relâche avec l'ensemble de la communauté pour atteindre ce but. C'est le plus beau cadeau que nous pouvons donner à nos étudiants et à la société.

Dear students,

Throughout my career I have seen the importance of the disruptive role of universities; they are often one of the very first institutions attacked by dictators and populist politicians.

Closed societies rarely spawn or nurture thriving universities because the core values of higher education, including critical thinking and freedom of expression, endanger repressive regimes. Even in our so-called liberal democracies, it has become increasingly popular to depart from evidence-based facts and science and to give equal voice to prejudicial and ill-informed ideas, and to shy away from different points of view.

Universities, and the members of their communities, must fight against this new obscurantism, and against what I would call the mainstreaming of stupid ideas.

Nous nous devons de le faire, tout d'abord par respect pour la force de notre tradition universitaire, mais surtout, pour l'avenir de nos sociétés.

DIVERSITY AS A VALUE, THE UNIVERSITY AS A MODEL

In fighting ignorance and obscurantism, universities also have to serve as a model. A model for the diversity of disciplines, of perspectives and of persons there are among us. We have to keep embracing and improving our relationship with the new plurality of our universe. This also includes the plurality of points of view since this lies at the very heart of our mission since the Middle Ages; that cannot and must not be questioned.

We have the immense privilege of living and thriving in a globalized world. The Oblates who founded this university in 1848 would probably be stunned if they came back today to see the incredible number of people of all origins from all over the world who live, study and work on our campus. This diversity enriches what we are, and it corresponds to the complexity of the world we live in; it needs to be nurtured and developed.

Cette démarche doit être authentique et tous doivent être traités de la même façon. Notre communauté, dont les étudiants et le corps professoral, doit refléter cette diversité, et nos programmes également.

La diversité correspond à nos valeurs et à notre mission et à ce que nous souhaitons devenir. A mon initiative, un comité sera sous peu mis sur pied afin de discuter de ces questions sur le campus et examiner de quelle façon nous pouvons promouvoir cette diversité à l'Université d'Ottawa.

Qui dit diversité, dit égalité et absence de discrimination et, je précise, absence de harcèlement et de violence sexuelle. Considérant mon passé, vous ne serez pas surpris d'apprendre que je suis déterminé à ce que notre université soit un lieu de vie où on peut apprendre, enseigner et travailler dans un environnement sain, exempt de discrimination, de harcèlement et de violence sexuelle.

On this issue, a great deal of time has been spent these past few years at uOttawa working to put in place policies and processes to better prevent sexual violence on our campus. We have approached this as a community and our academic experts, students, staff and community partners have been involved in developing consensual new policies and approaches. The change of culture will probably take time, as recent events remind us. We will relentlessly keep working on this; we also have a scientific role in tackling this broader societal challenge and to foster a culture that encourages respectful conduct.

THE WORLD AS A LIFELINE

Les personnes qui me connaissent ne seront pas surprises que je dise quelques mots au sujet de l'international.

Ce sujet a été et demeure au cœur de ma vie professionnelle et m'a permis de vivre des moments intenses mais aussi de rencontrer des gens absolument remarquables dans tous les pays et sur tous les continents. Certains sont parmi nous ce matin et je les en remercie très sincèrement.

One of the University of Ottawa's most distinctive features is certainly its location at the heart of the nation's capital, along with its international perspective, which is reflected in its strategic plan, Destination 2020.

The international dimension of our University's mission involves much more than simply recruiting international students to our campus.

It is vital because of the global context I referred to earlier. Despite those fearful voices demanding that we build walls, globalization is here to stay and will surely be considered one of the most significant movements of the twenty-first century.

L'intégration des économies, les phénomènes migratoires et la géopolitique font depuis longtemps partie du décor. On conviendra qu'ils se catalysent ces temps-ci.

L'international et la mondialisation constituent des phénomènes qui doivent nous interpeller et, là aussi, il nous faut aller au-delà des conventions!

Universities and higher education can be, and should be, strong proponents of an intelligent globalization, one that transcends prejudice and narrow national interests. The University of Ottawa must play the leading role that its location suggests and integrate this internationalization into all its operations and every aspect of its mission.

Les enseignements et les programmes profiteront de cette internationalisation, les étudiants et les collègues avant tout. La recherche s'internationalise déjà rapidement; il conviendra là aussi de systématiser notre approche pour mettre sur pied des consortiums de recherche mondialisés.

L'Université doit faire partie de l'élite des universités de recherche qui ont pour caractéristique l'international. La communauté de l'Université d'Ottawa sera d'ailleurs invitée sous peu à participer à un exercice de définition de nos ambitions à cet égard.

LA FRANCOPHONIE ET LE BILINGUISME

At the heart of this internationalization stands the Francophonie, which we cherish and which we share with so many countries. We can never overstate how much the bilingual nature of our University shapes its very identity.

Il y a tout d'abord ce caractère francophone au Canada. Nous jouons et devons continuer à jouer un rôle de tout premier plan au soutien des communautés francophones minoritaires.

Je me réjouis à cet égard de l'accession prochaine de l'Ontario à l'Organisation Internationale de la Francophonie (OIF). Cette place donnera sûrement un nouvel élan à la très dynamique communauté franco-ontarienne. Il faut s'en réjouir.

The University of Ottawa is a leader in this respect and serves as a dynamic intermediary between international Francophone movements and their Ontarian and Canadian counterparts. The University of Ottawa inhabits all these Francophone spaces and can play a pivotal role within them.

Mais il y a une autre dimension au bilinguisme qui nous caractérise; c'est celle de notre contribution unique à la recherche dans ce domaine. Nos travaux se distinguent parce que nous sommes au confluent de tendances, comme en témoignent notamment nos travaux menés en bijuridisme ou sur les études francophones en milieu minoritaire.

But this is just the tip of the iceberg and the University of Ottawa will continue to develop its expertise in biligualism by promoting bilingualism as a universal way for individuals to live and grow, from a scientific and neurological standpoint as well as a sociological one.

People who are hearing or vision impaired also experience a form of bilingualism. In this respect, we have to keep investigating the field of bilinguism with a view of enlarging and universalizing its understanding, thus opening fascinating research paths.

Chères étudiantes, chers étudiants,

Je parle souvent trop! On me permettra de conclure en répétant à quel point je suis honoré de devenir recteur et vice-chancelier d'une université à l'histoire si riche et à l'avenir si prometteur.

En terminant, je m'en voudrais de ne pas témoigner toute ma gratitude aux proches qui m'ont accompagné – pour ne pas dire enduré- toutes ces années et dont plusieurs ont eu la générosité de se déplacer ce matin pour cette cérémonie :

mes enfants - qui sont ce que j'ai fait de mieux dans ma vie, ma femme Anne-Marie, ma mère, mes sœurs et mes nièces.

Mes fidèles amis qui sont venus de plusieurs continents (Europe, Afrique, Asie) et même du Québec! Mes collègues de l'Université de Montréal et mes nouveaux et formidables collègues de l'Université d'Ottawa.

Du fond du cœur, je vous remercie de m'avoir accompagné toutes ces années et de continuer à le faire; votre présence m'est indispensable. Merci, merci et merci!

A further word, if I may, to express my gratitude to the members of the Board of Governors and especially to its chair, Robert Giroux, vice-chair Kathryn Butler-Malette, and to our Chancellor Calin Rovinescu for their unwavering support.

I would also like to thank my colleagues, the vice-presidents and deans, who have been so generous in their welcome, and of course to all the members of our enriching and diverse community.

I would also like to express my special thanks to my predecessor, Allan Rock, who has been tremendously helpful and available during the transition period.

Finally, I would also like to thank the faculty members, students and support staff who have welcomed me into their family. The energy, optimism and quality of our people – in particular our students, bring our campus and our community to life. I am honoured that they have chosen the University of Ottawa for their education, I am proud of the degrees what they have earned, and I am deeply grateful for your confidence and your support as the University of Ottawa's 30th President and Vice-Chancellor.

I am sure that challenging and rewarding years lie ahead. Our ambitions are ‘sans limites'.

Enfin, à vous chères nouvelles et chers nouveaux diplômés, permettez-moi de vous offrir mes plus sincères félicitations pour l'obtention de votre diplôme! Pour vous l'aventure se poursuit et un nouveau chapitre commence. Soyez fiers de votre réussite et de ce que vous avez accompli à ce jour.
