In turn, all members of the University community are responsible for their actions and must contribute to maintaining a climate of freedom, respect and justice.

The HRO and Policy 130

The Human Rights Office (HRO) is responsible for impartially handling cases that involve a breach of responsible conduct. The HRO is also responsible for reviewing and implementing Policy 130 – Student Rights and Responsible Conduct.  

Our advisors receive and assess all concerns and complaints and can provide free, bilingual consultations on specific cases. All cases are handled confidentially except in exceptional circumstances, such as when someone is at risk of harm or we have a legal obligation to take action.

Policy 130 – Student Rights and Responsible Conduct

Policy 130 serves to both affirm student rights and to define responsible conduct and breaches of responsible conduct. It provides a framework for the exercise and respect of the rights of students in their interactions with each other and with other members of the University community.  

  • This policy applies to all students and addresses breaches that take place in University facilities or in relation to a University activity. Such breaches include:
  • Abusive conduct that harms the physical or mental well-being of a student or a member of the University community, or that violates their privacy.
  • Misappropriation, damage, unauthorized possession, defacement, vandalism or destruction of a University facility.
  • Copying, reproducing, altering, or using a professor’s work, research, course contents or other materials for purposes other than for the student’s personal use (private study, course requirement and research) without the professor’s permission.
  • Hazing activities, including but not limited to: pranks, jokes, public ridicule and any activity that does not respect an individual’s rights, integrity, dignity, safety or well-being.  
  • Online conduct or content that intimidates or that seriously threatens to inflict harm upon a University community member.
  • Use of any object to injure, threaten or intimidate another person.
  • Knowingly failing to comply with a process, requirement or measure under this policy or other University policies.
