In the short time since his graduation from uOttawa, Mr. León completed a Juris Doctor and a Bachelor of Civil Law from McGill University and trained at leading international law firms in Paris and London. He now advises sovereign States in international arbitration proceedings conducted before tribunals in matters such as the renewable energy, oil and gas, mining, tax, and infrastructure sectors involving Latin America, Europe, Asia, and the Middle East. Biography of Mr. León
Multilingual and trained in both common law and civil law, Elias advises sovereign States in international arbitration proceedings conducted before tribunals administered by the International Centre for Settlement of Investment Disputes (ICSID), the Permanent Court of Arbitration (PCA), the International Chamber of Commerce (ICC), and ad hoc tribunals under the United Nations Commission on International Trade Law (UNCITRAL) Arbitration Rules. He acts in the renewable energy, oil and gas, mining, tax, and infrastructure sectors involving Latin America, Europe, Asia, and the Middle East.
Elias currently serves on the ICC Task Force Addressing Issues of Corruption in International Arbitration, the ICC Task Force for Resolving Climate Change Related Disputes, and the Y-ADR Steering Committee of the International Institute for Conflict Prevention & Resolution.
Prior to joining the New York office of Foley Hoag, Elias trained at leading international law firms in Paris and London and worked in government, diplomacy, and climate policy. His diplomatic background includes missions in Paris, New York, Washington DC, and Ottawa where he contributed to bilateral and multilateral negotiations in a variety of fora.
Elias holds a Juris Doctor and a Bachelor of Civil Law from McGill University Faculty of Law and Paris II Panthéon-Assas University and graduated magna cum laude from the University of Ottawa and Sciences Po Paris with a Bachelor of Social Sciences in International Studies and Modern Languages.
