Biography

Thao Pham is the Chair of the Canadian Air Transport Security Authority (CATSA) and a former senior civil servant of the Canadian government with over  30 years of experience. She last served as Deputy Minister, COVID-19 Recovery, in  the  Privy  Council  Office  (PCO).  Prior  to  that,  she  was  Deputy  Secretary  to  the  Cabinet (Operations) in the PCO. Over the course of her career with the  federal  government, she also served as Associate Deputy Minister of Transport Canada  and  held  several  senior executive  positions, including: Senior Vice President at  Parks Canada; Assistant Deputy Minister at Infrastructure Canada; Vice President  at Canada Economic Development for Quebec Regions, and Vice President at the  Canadian  Environmental  Assessment  Agency;  and  other  executive  positions  at  Environment  and  Climate  Change  Canada.  She  oversaw  large operations  and  multiple programs at the national level, developed policies, and managed major  crisis, including the COVID-19 pandemic. She has built multipartite collaboration  with  partners  of  different  levels  of  government,  non-profit  organizations,  the  private sector, and academia. She holds an M.Sc. in Environmental Sciences from  Université  du  Québec  à  Montréal (UQAM) and  a  B.Sc.  in  Biology  from  McGill  University.
