Luc Juillet is an affiliate professor at the Institute of the Environment, where he taught for a long time in the master's program in environmental sustainability. He also teaches public administration, democratic government and environmental policy at the Graduate School of Public and International Affairs, of which he was the first director.

His research tends to be divided between public administration issues, such as ethics, interdepartmental coordination and democratic accountability, and issues related to environmental policy-making. In the field of the environment, his current work focuses on environmental audits and the role of administrative performance in the effectiveness of environmental policies.

Over the years, he has worked as a consultant to several government agencies, such as the Treasury Board Secretariat, the Public Service Commission and the Department of Justice. He has also served as an expert witness for the Federal Court of Canada and the Superior Court of Quebec on constitutional issues related to public administration as well as an international expert for the Ministry of Administrative Reforms of the Government of Greece. He currently sits on the International Political Science Association's research committee on political financing and corruption and on the editorial board of the journal Canadian Public Administration.
