Professor Packer is a leading advocate for effective implementation of the Genocide Convention in a number of situations (Rohingya, Uyghurs, Ukraine). He is a former UN Human Rights Investigator and Legal Adviser to the OSCE, and is currently involved in several efforts including in Yemen, Syria, Sudan, Ukraine, and Myanmar.
