"What we are witnessing is the result of the state's refusal to address Ecuador's organized crime crisis. Organized crime has infiltrated the national police, the judiciary and part of the Executive, which has facilitated its ability to bring weapons in from neighbouring countries. A state of emergency will mean nothing unless corruption within the state sector is addressed."
